Establishment and management of Delivery Support Unit to drive delivery of Provinces Strategic Priorities
Context:

The Premier of the Province understood the difficulty in delivering quality services to citizens and established a Delivery Support Unit in her office to get things done.

 

How SEA Helped:

SEA executive directors were responsible for establishing and running the Delivery Support Unit (DSU) in the Office of the Premier, Western Cape Government. Through this period, SEA executives worked with the provincial cabinet and senior management to identify the Provincial Priorities, which were intended to be bold interventions, with ambitious targets, aimed at delivering visible impact in citizens’ lives over a short period of time. This process entailed the development of a Roadmap for each priority – which documented the Theory of Change; the key levers of change; the performance tracking plan as well as the delivery plan (operational plan). The Provincial Priorities were supported by rigorous and regular performance tracking, data analytics, problem solving and innovation, all underpinned by urgency. All these priorities delivered results within specific timeframes.

Establishment and development of Green Economy Strategy for the Western Cape Government
Context:

Continued rolling-black outs and a lack of power supply led the Premier of the province to establish a Green Economy Strategy.

 

How SEA Helped:

The Premier of the Western Cape stated her intent to position the Western Cape as the green economic hub of Africa. Ms Jenny Cargill (CEO of SEA) was appointed as her adviser to lead this initiative. This entailed the development of a province-wide Green Economy strategy, with accompanying projects and programmes. A major component of this work entailed the transversal management and coordination of all contributing stakeholders and parties. The success of this strategy is evident in the continued investment and job creation in the various industries associated with the Green Economy, and international awards for projects implemented at this time.

Our Team

SEA’s executives have practical experience in managing delivery units within government, and executing targeted social, economic and investment strategies. In addition, SEA works with associates, within South Africa and internationally, to ensure the full range of expertise needed to effectively execute a strategy.

Belinda spent the last 4 years managing all operational aspects of the Western Cape Delivery Support Unit as well as building the capacity of all Game Changer teams in strategy execution tools and methodologies.

Given her Masters qualifications in Town Planning (UCT) and Development Studies (Belgium), she’s adept at managing interdisciplinary environments and intergovernmental relations.

She specialised in BEE for 15 years and is the author of the book, Trick or Treat: Rethinking Black Economic Empowerment.

She is a protagonist in the film on the struggle against apartheid, Memories of Rain.

Sanele’s expertise lies in managing complex intergovernmental and community relations, as well as marketing and corporate affairs.

He led the Alcohol Harms Reduction Game Changer in the Western Cape Government, developing a delivery model suited to behavioural change.

He has also worked for multinational corporations in the past.

Charline is an expert in tracking the effectiveness of social and economic programmes in the public and private sectors. In her current role as the performance tracking director of SEA, this encompasses the development of outcome driven strategies and detailed delivery plans, the design of indicators and data systems as well as the utilisation of data to support problem solving. She holds a PhD in Evaluation Studies from the University of Stellenbosch.

Dr Jill Flint-Taylor

Jill is a practitioner psychologist, researcher and author specialising in leadership, assessment and resilience.  Her clients include governments, international development organisations and leading financial services companies. She has a Masters in Social Science from the University of KwaZulu-Natal and a PhD from King’s College, London.  She is co-author of the book, Building Resilience for Success.

Josie Rowe-Setz

Josie is a strategy specialist for governments and corporations, with 25 years experience. Her work also encompasses executive advice, evidence-based research and implementation facilitation, centred around inclusive growth and the Sustainable Development Goals (SDGs). She holds an MSc from the University of Liverpool, and an MAP from the University of the Witwatersrand, as well as conflict dynamics-related qualifications.

Martin Alessandro

Martin Alessandro advises international organizations (World Bank, OECD, IDB) and governments on performance management, Center of Government reform, and delivery. He is co-author of the book Governing to deliver: reinventing the Center of Government in Latin America & The Caribbean. Has a Master in Public Policy from the University of Maryland, College Park.

Kgwadikgolo Mahosi

Kgwadi has more than 13 years experience as a LEAN Management Expert. She has spent the past 8 years in Management Consulting where she has gained client facing consulting experience in the fields of Operational Excellence and Business Transformation. In her previous role Kgwadi worked in a government Department as an Acting Director: Strategy Planning Monitoring and Evaluation where she used different operational excellence methodologies to shift the annual performance of the Department. Kgwadi holds a BA (Infor. Sc) from University of Pretoria (as well as Marketing Management qualifications)
